Replicating Home Visiting Programs with Fidelity: Baseline Data and Preliminary Findings

This report describes the fidelity measurement framework adopted by the cross-site evaluation team and early fidelity outcomes for 44 agencies implementing home visiting services as part of the initiative. The report presents the guiding theory of the fidelity framework and its key components and indicators. Using this framework, the report summarizes the extent to which the implementing agencies achieved fidelity with respect to their chosen home visiting models in three key areas: home visitor and supervisory caseloads, service duration, and service dosage.
