This FRIENDS Learning Community Call was a presentation from the Washington Council for Children and Families on Home Visiting in a State System of Care.They discussed the early lessons learned from research on the Council for Children & Families (CCF) portfolio of home visiting programs in Washington State, and how these issues may align with national research and policy discussions. Like a number of states, Washington is supporting multiple evidence based home visiting program models delivered through a typical range of community agencies. This portfolio approach is common in many states but has not supported systematic outcome evaluation to this point. Consistent with multiple reviews addressing how to take home visiting to scale, CCF’s formative evaluation work in the first year  highlighted the  issues of model clarity and support, local adaptations, and local program capacity as central development and evaluation challenges to address. Washington’s work now is focused on integrating outcome evaluation technical assistance to address these challenges.
